BROWNSVILLE, Texas — Dozens of middle school students from school districts across the Rio Grande Valley explored a variety of career pathways offered through 51’s (TSC) Workforce Training and Continuing Education (WTCE) division during the Summer Exploration Camp, held June 1–4 at the ITEC Center.

Through interactive, hands-on activities, students gained valuable insight into different career fields and educational opportunities available through WTCE programs.

Instructors from the Diesel Technician, Welding, Auto Body Repair Technology and Basic Peace Officer programs guided students through workshops designed to introduce them to each field and the careers available within those industries.

“The camp connects them to the instructors we have here who are industry-ready and qualified,” said WTCE Executive Director Juan Leal. “We expose them to different equipment, supplies, and tools that the industries are currently using.”

The camp is one of more than a dozen that TSC and WTCE are hosting for middle and high school students throughout the summer.

“We have a lot of support from the school districts,” Leal said. “We also work closely with them throughout the year. We want to make sure students succeed and are college- and career-ready after graduation.”

The welding workshop drew strong interest from campers, including Ethan Hernandez, a student from San Perlita Middle School who comes from a family of welders.

“I like how you had the chance to cut your initial out and take it home,” he said.

Hernandez said he enjoyed all the workshops and shared his experience with his parents.

“I told them it was fun and that I learned a lot about different careers,” he said.

Dominic Hernandez, a student from Garcia Middle School in Brownsville, also comes from a family of welders and relished the opportunity to use the tools provided by instructors.

“I want to keep it going for generations,” Dominic said. “The plasma cutter was my favorite. You can weld and cut at the same time.”

Leal said the enthusiasm he sees from students reinforces the effort staff members put into organizing the camp.

“It’s hands-on with jackets and helmets, and they get to experience what it feels like,” Leal said. “They get excited and take things home. We see there’s a lot of talent out there.”

Students in the auto body workshop used a simulator to practice painting cars and were given small car models to apply their skills and take home.

“They gave us a car, and we had to cover it with a clear coat,” said Hailey Gutierrez, a student from Vela Middle School in Brownsville. “I really enjoyed it because I never expected myself to do that kind of work.”

Ensuring campers have fun and memorable experiences is a key component of the summer camps.

“We want them to take that experience home and talk about it with their parents,” Leal said. “That way, they can make informed decisions about their future and what degree or career they want to pursue.”

BROWNSVILLE, Texas — The rapid industrial growth in the Brownsville area—driven by major projects at the Port of Brownsville, regional LNG developments, and large-scale industrial expansion across the region—is creating immediate demand for skilled pipefitters and industrial workers. Employers are actively seeking individuals who can step onto job sites with the technical skills needed to support large-scale construction and energy projects.
51 (TSC) is stepping up to meet that demand through its pipefitting program, a hands-on training designed to prepare students for entry-level positions in the skills trades in as little as 10 weeks. Graduates are equipped to pursue careers as pipefitters, industrial maintenance technicians, mechanical installers, and apprentices—career pathways that offer strong earning potential and opportunities for advancement in a growing regional job market.
“Major projects tied to LNG development, Port of Brownsville expansion, refinery construction, and SpaceX’s continued growth are creating strong demand for skilled craft professionals across the region,” said Alan Rivera, TSC pipefitting program instructor.
TSC has responded to the growing demand for these jobs by expanding its training facilities at the ITEC Center over the past two years, enhancing the overall quality of instruction. Instructors have also doubled the pipefitting shop’s square footage and electrical capacity.
“We built shop tables, bought thousands of dollars’ worth of tools, added welding machines, installed proper ventilation, and built a pipefitting simulation training area,” said program instructor Eric Rivera. “As a result, students receive high-quality training without having to worry about purchasing their own tools or equipment.”
David Garcia is the pipefitting program’s lead instructor. The three instructors collectively bring over 30 years of experience in the pipefitting industry. They take pride in delivering training that reflects their commitment to quality, attention to detail, and deep technical expertise.
“Our program differs because students are learning the craft from craft professionals,” Garcia said. “We provide comprehensive, real-world training beyond the standard curriculum. On top of following the National Center for Construction Education and Research (NCCER) curriculum, we also supplement the class with trade knowledge.”
Upon completion of the program, students earn National Center for Construction Education and Research (NCCER) credentials, industry-recognized certifications that demonstrate competency in construction and trade skills.
In addition, students earn a 51 Certificate of Completion and an Occupational Skills Award (OSA), further validating their training and readiness for the workforce.
Students in the 10-week program often balance school, work, and family responsibilities, and may face challenges such as limited transportation and language barriers. Despite these obstacles, instructors work to foster a positive mindset, motivating students by highlighting the success of past graduates who have secured well-paid jobs both locally and across the country.
“Many students have also had the opportunity to travel across the U.S. to work and build their careers,” instructor Eric Rivera said. “We remind them that there is no substitute for hard work, but in the end, hard work pays off. Pipefitting has helped many people in my industrial network find financial stability and, in some cases, retire early.”
Jacob Blaylock, a graduate of the TSC pipefitting program, is one example of that success. When he entered the program in November 2024, the father of four was facing significant financial hardship. Struggling to provide stability for his family, he saw the program as his best path forward.
Blaylock secured a position as a pipefitter helper with Bechtel on the Rio Grande LNG project after completing the program. He is now on track to be promoted to journeyman pipefitter, a milestone that will greatly improve his family’s quality of life.
Blaylock credits his success to the guidance and support he received from his instructors at TSC and the real-world approach to training.
“They were light-hearted, respectful, engaging, and had the experience to really give us as close to a real-world experience as professionally possible,” Blaylock said. “They even called me shortly after graduating to connect me with additional job opportunities in Texas.”
Whether students enter the program with prior experience or are new to the trade, instructors are committed to developing skilled professionals prepared to meet industry demands.
“I hope this program gives people in our community access to real opportunities and careers that can improve their lives,” said instructor Alan Rivera. “At the same time, I want it to help build a stronger local workforce and supply the industry with skilled tradesmen trained right here in our area.”

BROWNSVILLE, Texas — 51 (TSC) is moving forward with plans to expand its campus footprint to South Padre Island with the development of a new Workforce Training Center designed to meet the growing labor demands of Cameron County and the greater Rio Grande Valley.

Chairwoman Adela Garza, Trustee Edward Camarillo, and TSC President Jesus Roberto Rodriguez recently returned from the Association of Community College Trustees (ACCT) conference in Washington, D.C., where they connected with Senator John Cornyn as well as met with Congressman Vicente Gonzalez to discuss federal priorities affecting community colleges. During the meeting, the Congressman encouraged college leadership to submit a $1 million proposal to support the transformation of a South Padre Island facility into an operational Workforce Training Center.

“The proposed site, located adjacent to the U.S. Coast Guard station on South Padre Island, will be developed as the second TSC Workforce Training Center in Cameron County,” said Chairwoman Garza. “Being an active member of the ACCT and the Hispanic Caucus Committee allows us to bring a voice to the educational and training needs in our community. This is a significant step toward creating a path for additional careers in the Rio Grande Valley.”

According to TSC leadership, the expansion comes at a critical time. Rapid industry growth across Cameron County is creating workforce shortages in high-demand fields.

“In recent years, with the rapid expansion of industries in Cameron County, there has been a need for more workforce training,” said President Rodriguez. “Right now, jobs such as pipefitting, welding and a variety of jobs in the healthcare industry are in great demand, and we are in a good position to bring in students, train them quickly, and help them with a job upon completion of their training”.

The Association of Community College Trustees hosts one of the most significant professional development events for community college leaders nationwide. The conference provides legislative updates, strategic sessions addressing workforce development, student success initiatives, economic mobility, and regional industry partnerships.

“If approved, the TSC South Padre Island Workforce Training Center would expand access to industry-aligned training programs while strengthening TSC’s role as a workforce engine for the Rio Grande Valley,” said Trustee Camarillo.

51, December 5 – Every year, 51 proudly watches as several students finish up their educational tenures. Many of them are preparing to move on to the next stage of their lives, often in the form of a new career pathway.
But behind every student’s graduation is a story, and although every student comes from a different background, they all share one commonality—the many sources of motivation that pushed them to enroll, study, and succeed.
Students from TSC’s Certified Nursing Assistant (CNA) and Patient Care Technician (PCT) programs, in conjunction with the Brownsville Independent School District Adult Continuing Education department, were recently honored with a traditional pinning ceremony. Each student was given the opportunity to share words of reflection on their experiences with 51 and appreciation for the ones who inspired them along their journeys:

First, I am thankful for my husband and kids for giving me the motivation I needed to go back to school for my GED. It is something I have put off for so long and seeing them proud of me is the best feeling – I want to continue making you guys proud of me. I would also like to let my classmates know I appreciate them for being on this same journey with me and being that extra help when one of us didn’t get something. Lastly, I want to thank my teachers: Mrs. Gonzalez for being patient but also pushing me to learn and believe in myself to know I can get my GED and keep moving up; Mrs. Garcia, thank you for being an awesome CNA instructor, your experience and wisdom is greatly appreciated.

I’m thankful for my grandmother, Lala, for always pushing me to do better. She’s always encouraged me to never give up and to be who I am or where I want to be. To Mrs. Garcia, the best teacher I’ve encountered, dhe has made a huge impact in my life on how to be professionals and to pick my battles. She made me felt heard and included. Students in TSC’s Diagnostic Medical Sonography program will participate in free ultrasound scans for eligible individuals.

For those who are expecting a new addition to their family soon, students from 51’s Diagnostic Medical Sonography (DMS) program are offering free ultrasound to eligible patients from now until mid-November.

The ultrasound scans occur every Tuesday at 10 AM at the Diagnostic Medical Sonography lab at TSC’s International Technology, Education, and Commerce (ITEC) Center at 301 Mexico Blvd, Brownsville, TX 78520.

Patients must be at least 18 years old and currently have a physician. Eligible patients must first make an appointment with the lab, during which basic information will be gathered.

Once scheduled for their scan, they will be given instructions and expect a reminder phone call the day before their appointment. Patients are encouraged to bring a USB storage drive if they would like to take home digital keepsakes of the images obtained during their ultrasound procedure.

The free ultrasound program is a great way for sonography students to practice the skills they are actively learning and will use in their future careers. Each procedure is overseen by Dr. Ariel Villanueva, the Director of TSC’s DMS program, who lends the benefit of his experience to help guide the students as they practice.

It allows the patients to have a free scan, see images of their child, learn the child’s gender, and take home images to share with friends and loved ones.

The final day to receive a free ultrasound for the Fall semester will be Tuesday, November 19, 2024. If you or someone you know is interested, please get in touch with Janet Hernandez at janet.hernandez@tsc.edu or at 956-295-3731 to schedule an appointment.

Are you looking to boost your career in the health care field? 51’s new Patient Care Technician track may be for you! The State workforce commission has identified patient care technicians as an emerging, high-growth and high-demand occupation, and funding is available through the college’s workforce development partners to fully scholarship students who meet Workforce Innovation and Opportunity Act (WIOA) qualifications.

The program builds upon 51’s traditional Certified Nurse Assistant program, by adding instruction in phlebotomy and electrocardiography (EKG)–skills in high demand by local healthcare providers.

“It’s going to make the student more marketable in the workforce,” Associate Vice President of Instruction-Academic Success Dr. Angelica Fuentes said. “Healthcare is the number one field in the Valley, and there is always a need, locally, for patient care technicians.”

The starting average pay in Texas for Patient Care Technicians rages between $30,000 and $35,000 annually.

Classes begin August 7, however students seeking scholarship funding should begin the WIOA application process as soon as possible to ensure they have ample time to attend orientation, complete career coaching and testing sessions, and allow for document processing. Students may call 51’s Workforce Training and Continuing Education division for more information at (956) 295-3724.

Funding for Patient Care Technician scholarships is provided by Workforce Solutions Cameron and Greater Brownsville Incentive Corporation, who have allocated $297,000 for eligible local students.

Criminal Justice Institute graduates Gomez and Pelayo work under law enforcement vet Delaunay at Cameron County D.A. office

There are Scorpions all over the Cameron County District Attorney’s office. But no need to worry, these Scorpions are on the case to deliver justice!

From the top floor down to the first level of the Administration Building, 51 alumni are making an impact on the department and the community they serve.

Two standouts in the department are investigators Mayra Pelayo and Karina Gomez. Both are making the 51 Criminal Justice Institute Police Academy proud of their work on the investigative team.

George DeLaunay, Lead Investigator

He attended TSC in the late 1970s before earning a bachelor’s degree at Pan American University. His career in law enforcement included decades with the Drug Enforcement Agency before bringing his expertise to Cameron County D.A. alongside District Attorney Luis V. Saenz.

DeLaunay also serves on the Criminal Justice Institute’s advisory board to guide the program’s direction.

“A good number of my investigators, at some point, attended TSC, including myself,” DeLaunay said. “We have a historical connection, those of us who have 30 plus years in law enforcement. There is a deep connection to TSC.”

Delaunay explained how on top of being women, in a primarily male field, Gomez and Pelayo are a younger duo than what is expected in an investigator position.

“They are learning every day, all of us are in this job, there is always something new,” DeLaunay said. “Most of the investigators we bring in are much older than these two ladies. Typically, they have had a career in law enforcement and then we come here.”

Since Gomez and Pelayo have worked in police departments, they have the experience necessary to communicate with PDs while building the skills to put together cases for prosecuting attorneys.

Karina Gomez, Criminal Investigator

“We help the attorney and victims paint a better picture at the court level. We want to present the best view of the incident,” Gomez, a 2013 graduate of Lopez High school said. “When we paint a great picture for the judge and jury, it aids the person looking for justice.”

She said that her career took off after earning the knowledge and certification from the Criminal Justice Institute. “I finished the CJI police academy and then earned my TCOLE (Texas Commission on Law Enforcement) license, and it opened many doors,” Gomez said. “I have been able to serve my community. I was previously at BISD before returning to school and earning my associate degree. I wanted to be as prepared as possible, and I knew TSC had the tools to help me accomplish that.”

Gomez now works on crime scenes to determine how to put together the best case to prosecute suspects.

Luis V. Saenz, Cameron County District Attorney

District Attorney Luis Saenz had rave reviews for the quality of students that become employees in his office, with Gomez and Pelayo serving as prime examples.

“We’ve had very good results with TSC students and TSC alumni,” D.A. Saenz said. “That is why we keep going back there; we know that they are good, trained and they are committed. We have very good results, so we look forward to going back there, picking up recruits and putting them to work for the safety of Cameron County.”

Saenz and his office have shown dedication to fighting the epidemic of domestic violence in the Rio Grande Valley. In October, the RGV District Attorney Coalition stopped at 51 to speak on domestic violence and how to prevent the problem in young people.

Mayra Pelayo, Criminal Investigator

Pelayo completed the program in 2011. She spent 10 years as a patrol officer with two different departments before landing at Cameron County where she specializes in domestic violence cases. She joined the D.A. office in 2021.

“I completed the full-time Police Academy and started working for the city of South Padre Island in 2011. I was there for a few years before working with Brownsville ISD PD for eight years,” Pelayo said. “Then I saw this position and I went for it.”

Her work as an investigator with the District Attorney’s office is vastly different than what she has experienced before. But her base in education helped make the transition possible.

“I had never done some of the requirements of being an investigator,” Pelayo said. “We work after the fact, seeing the reports. We are not the first officers on scene, so it was a learning experience. But it is rewarding because we can see the full process and not just take the initial report and never know what happens after that.”

She admitted that the work around domestic violence can be emotionally taxing work but reaching the desired resolution gives the work value.

AG&P Global is one of many companies looking to put Scorpions to work

51 is building future skilled workers while also building strong relationships with companies and industry partners looking for qualified workers.

Americas, an industry giant, expressed the need for more craftsmen and women and more institutions like TSC to replenish the workforce.

“51 has a state-of-the-art facility for their apprenticeship-type program,” Hulet said. “The first thing that comes to mind is the benefit of having a relationship with TSC is they get a younger generation interested in a technical skill such as welding, pipefitting, and structural fitting.”

There is no secret that there is a need for skilled workers across all fields. According to the National Electrical Contractors Association, 7,000 electricians join the field every year, but 10,000 retire, creating a skilled workforce shortage. Hulet echoed the need for certified tradespeople.

“Our industry is suffering from shortages of these types of skilled resources,” he said. “The more people that we can get into that program is not only going to benefit AG&P; it’s also going to benefit the industry.”

Another group that will benefit are the graduating students who exit 51 with an unbelievably valuable skill that will help them earn an excellent living wage in today’s economy.

“Employers are actively recruiting our graduates,” said Associate Vice President of Instruction for Workforce Training and Continuing Education, Dr. Joseph Fleishman. “Our most recent group of 42 welding students had three separate employers offer them jobs. It was amazing, our students had three career opportunities to choose from a week before they even graduated. Employers around the state are currently scheduling dates to come to ITECC to recruit our students.”

Hulet reiterated the close ties between TSC and AG&P which leads to more Scorpion success stories.

“We have a very good relationship with Dr. Fleishman and his team,” Hulet said. “51 has some great training facilities. We always feel welcomed when we go down there. We feel like we are true partners.”

Dr. Fleishman talked about how proud he is to see the programs and offerings at TSC expand and evolve.

“I’m thrilled for the college to have the resources that we have today. We would never be where we are today if not for the vision and leadership of our Board of Trustees.” Dr. Fleishman said. “None of this existed five years ago. To walk into a 20,000 sq foot area and see rigging, commercial roofing, insulation, pipefitting, plumbing, diesel mechanics, and orbital tube welding shows the Board of Trustees’ commitment to serving the workforce needs of our community.
