BROWNSVILLE, Texas — Dozens of middle school students from school districts across the Rio Grande Valley explored a variety of career pathways offered through 51ÁÔĆć’s (TSC) Workforce Training and Continuing Education (WTCE) division during the Summer Exploration Camp, held June 1–4 at the ITEC Center.

Through interactive, hands-on activities, students gained valuable insight into different career fields and educational opportunities available through WTCE programs.

Instructors from the Diesel Technician, Welding, Auto Body Repair Technology and Basic Peace Officer programs guided students through workshops designed to introduce them to each field and the careers available within those industries.

“The camp connects them to the instructors we have here who are industry-ready and qualified,” said WTCE Executive Director Juan Leal. “We expose them to different equipment, supplies, and tools that the industries are currently using.”

The camp is one of more than a dozen that TSC and WTCE are hosting for middle and high school students throughout the summer.

“We have a lot of support from the school districts,” Leal said. “We also work closely with them throughout the year. We want to make sure students succeed and are college- and career-ready after graduation.”

The welding workshop drew strong interest from campers, including Ethan Hernandez, a student from San Perlita Middle School who comes from a family of welders.

“I like how you had the chance to cut your initial out and take it home,” he said.

Hernandez said he enjoyed all the workshops and shared his experience with his parents.

“I told them it was fun and that I learned a lot about different careers,” he said.

Dominic Hernandez, a student from Garcia Middle School in Brownsville, also comes from a family of welders and relished the opportunity to use the tools provided by instructors.

“I want to keep it going for generations,” Dominic said. “The plasma cutter was my favorite. You can weld and cut at the same time.”

Leal said the enthusiasm he sees from students reinforces the effort staff members put into organizing the camp.

“It’s hands-on with jackets and helmets, and they get to experience what it feels like,” Leal said. “They get excited and take things home. We see there’s a lot of talent out there.”

Students in the auto body workshop used a simulator to practice painting cars and were given small car models to apply their skills and take home.

“They gave us a car, and we had to cover it with a clear coat,” said Hailey Gutierrez, a student from Vela Middle School in Brownsville. “I really enjoyed it because I never expected myself to do that kind of work.”

Ensuring campers have fun and memorable experiences is a key component of the summer camps.

“We want them to take that experience home and talk about it with their parents,” Leal said. “That way, they can make informed decisions about their future and what degree or career they want to pursue.”

BROWNSVILLE, Texas — Led by experienced instructors with strong industry connections, 51ÁÔĆć’s Basic Peace Officer Program is preparing the next generation of law enforcement professionals while helping graduates secure positions with police departments across Cameron County and throughout Texas.

“Through our networking, experiences, and working with other law enforcement partners, we’ve been able to facilitate many employment opportunities for our cadets,” said program instructor Tirso Cruz.
Ěý
Cruz and his colleagues regularly invite officers from police departments across the Rio Grande Valley and throughout Texas to speak with cadets at TSC’s ITEC Center. During these visits, officers share insight into their departments, discuss hiring expectations, and explain how cadets can position themselves for employment.

“That’s ultimately our goal—not only to get them through the course, but to get them licensed and give them an opportunity to get hired by an agency and progress through their careers,” Cruz said.

The Basic Peace Officer Program equips cadets with the knowledge and skills needed to pass the Texas Commission on Law Enforcement (TCOLE) examination, which is required to become a licensed peace officer in Texas.

“In 2025, we had 100 percent of our cadets complete the program and pass their license exam,” Cruz said. “We have high expectations of our cadets and the moment they come in we explain that to them because we have a legacy to live up to.”

Toward the end of the Spring 2026 semester, officers from the Brownsville Independent School District Police Department and the CapMetro Transit Police DepartmentĚývisited cadets to discuss opportunities within their agencies. Cruz previously worked with officers from both departments.

“It’s nice that they come in and share their experiences—how they joined their agency and how we can be recruited,” said cadet Dakota Fox.

While some cadets hope to remain close to home, program leaders emphasize that unique career opportunities also exist outside the Rio Grande Valley.

Officers with theĚýCapMetro Transit Police Department earn a starting salary of just under $70,000.

“We’ve seen a lot of interest because of the relocation bonus,” said CapMetro Transit Police Department Patrol Sgt. Daniel Sanchez. “No other police department that I’ve seen offers the money to relocate somewhere new. It’s been a great incentive. That, along with the base starting pay, is significantly higher than any department in the Austin area.”

Sanchez, a Rio Grande Valley native, graduated from the UTB/TSC police academy in 2012. He said his academy experience differed from what Cruz, and his colleagues now provide.

“When I was here, we would get flyers from departments that were hiring,” Sanchez said. “Background investigators and recruiting officers were rarely available to answer questions. This makes it more accessible, allowing students to get answers and clear up any doubts they may have.”

“Major projects tied to LNG development, Port of Brownsville expansion, refinery construction, and SpaceX’s continued growth are creating strong demand for skilled craft professionals across the region,” said Alan Rivera, TSC pipefitting program instructor.

TSC has responded to the growing demand for these jobs by expanding its training facilities at the ITEC Center over the past two years, enhancing the overall quality of instruction. Instructors have also doubled the pipefitting shop’s square footage and electrical capacity.

“We built shop tables, bought thousands of dollars’ worth of tools, added welding machines, installed proper ventilation, and built a pipefitting simulation training area,” said program instructor Eric Rivera. “As a result, students receive high-quality training without having to worry about purchasing their own tools or equipment.”

David Garcia is the pipefitting program’s lead instructor. The three instructors collectively bring over 30 years of experience in the pipefitting industry. They take pride in delivering training that reflects their commitment to quality, attention to detail, and deep technical expertise.

“Our program differs because students are learning the craft from craft professionals,” Garcia said. “We provide comprehensive, real-world training beyond the standard curriculum. On top of following the National Center for Construction Education and Research (NCCER) curriculum, we also supplement the class with trade knowledge.”

Upon completion of the program, students earn National Center for Construction Education and Research (NCCER) credentials, industry-recognized certifications that demonstrate competency in construction and trade skills.

In addition, students earn a 51ÁÔĆć Certificate of Completion and an Occupational Skills Award (OSA), further validating their training and readiness for the workforce.
Ěý
Students in the 10-week program often balance school, work, and family responsibilities, and may face challenges such as limited transportation and language barriers. Despite these obstacles, instructors work to foster a positive mindset, motivating students by highlighting the success of past graduates who have secured well-paid jobs both locally and across the country.

“Many students have also had the opportunity to travel across the U.S. to work and build their careers,” instructor Eric Rivera said. “We remind them that there is no substitute for hard work, but in the end, hard work pays off. Pipefitting has helped many people in my industrial network find financial stability and, in some cases, retire early.”

Jacob Blaylock, a graduate of the TSC pipefitting program, is one example of that success. When he entered the program in November 2024, the father of four was facing significant financial hardship. Struggling to provide stability for his family, he saw the program as his best path forward.
Ěý
Blaylock secured a position as a pipefitter helper with Bechtel on the Rio Grande LNG project after completing the program. He is now on track to be promoted to journeyman pipefitter, a milestone that will greatly improve his family’s quality of life.

Blaylock credits his success to the guidance and support he received from his instructors at TSC and the real-world approach to training.

“They were light-hearted, respectful, engaging, and had the experience to really give us as close to a real-world experience as professionally possible,” Blaylock said. “They even called me shortly after graduating to connect me with additional job opportunities in Texas.”

Whether students enter the program with prior experience or are new to the trade, instructors are committed to developing skilled professionals prepared to meet industry demands.

“I hope this program gives people in our community access to real opportunities and careers that can improve their lives,” said instructor Alan Rivera. “At the same time, I want it to help build a stronger local workforce and supply the industry with skilled tradesmen trained right here in our area.”

BROWNSVILLE, Texas — Students in 51ÁÔĆć’s HVAC program toured the TSC Recreation Center on April 14 for a firsthand look at the equipment that helps keep the facility operating, turning a campus visit into a lesson on real-world HVAC work.

The tour gave students an opportunity to see how the concepts they study in class apply in a working setting. Gerardo Mascorro, TSC HVAC supervisor, said the visit was meant to introduce students to another side of the trade and show them what the industry can offer.

“Hopefully they can [get] involved pretty soon because it’s the best way to get more earnings,” Mascorro said.

Federico Rodriguez, HVAC instructor at TSC, said the program offers both certificate and associate degree options while emphasizing the core skills students need to build on in the field.

“The HVAC program here, we have actually certificate and associate degree that we provide to students,” Rodriguez said. “We teach you the basics of refrigeration. We teach you the basics of electricity. Those are our two primary things that we emphasize throughout the program.”

Rodriguez said hands-on instruction continues to be one of the program’s defining features.

“What makes TSC different is that we have a lot of hands on,” he said. “We focus a lot on hands on, because that’s the most important way that students are going to learn.”

Charles Adams, an HVAC student at TSC, said the energy among students has helped push him to improve.

“Everybody’s interested. Everybody’s into it,” Adams said. “Everybody wants to grow… I love that feeling like everybody wants to get better and it makes me want to get better”

The April 14 visit to the Recreation Center gave students a chance to connect classroom instruction to working campus equipment while reinforcing the role HVAC systems play in keeping facilities running.

For students preparing to enter the field, the tour offered a closer look at the practical side of the trade and underscored the value of hands-on learning.

BROWNSVILLE, Texas — 51ÁÔĆć (TSC) is paving the way for childcare workers to broaden their skills by combining flexible coursework and on-the-job training through its Early Childhood Educator Apprenticeship Program.

“One of the advantages of being in the apprenticeship track is that it allows the student to learn while they earn,” said Anna San Pedro, TSC Workforce Training and Continuing Education (WTCE) Program Manager.

A group of 30 childcare workers representing 10 childcare centers throughout Cameron County began the program on March 9. The program is funded by grants that cover the cost for the $2,000, year-long apprenticeship.
Ěý
“Monies can come from grants, specifically from our apprenticeship program,” San Pedro said. “We can also seek funding from Texas Workforce Commission grants. We can look at Workforce Solutions to seek out Workforce Innovation and Opportunity Act (WIOA) funding.”

Employers may also contribute towards tuition costs. To be eligible for the program, interested childcare centers and employees must be registered by TSC with the U.S. Department of Labor. The program requires apprentices to complete 128 hours of classroom instruction at TSC’s ITEC Campus along with 2,000 hours of on-the-job training. A key feature of the program is its flexible instructional schedule.

“With childcare, most of the instruction is delivered in an online format,” saidĚýSanĚýPedro. “Because of some of the needs with regards to preparation of student portfolios, we do have a Saturday course or timeline, that is provided to the students. They come in and work side-by-side with their instructor.”

Catalina Noyola, a child development adjunct instructor in TSC’s Child Care and Development Program, plays an important role in the apprenticeship program. In addition to being an instructor, she’s also the director of TinyĚýHumansĚýAcademy in Brownsville, one of the daycare centers taking part in the apprenticeship program.

“I believe that having firsthand experience at the center day in and day out gives me a better understanding of what I’m teaching the apprentices,” Noyola said. “I have real life scenarios that I get to have while having a role at the center. This to me means that while I am coaching, I am also playing and give full circle knowledge to the apprentices.”

Upon completion of the program, apprentices will receive an Occupational Skills Award from 51ÁÔĆć and a Certificate of Completion from the U.S. Department of Labor, which formally recognizes the successful completion of a Registered Apprenticeship. Additionally, apprentices who pass the required examination will earn the Child Development Associate (CDA) Credential.

“TSC offering the CDA program is very beneficial because childcare workers can boost professional credibility, increase earning potential, and improve classroom confidence,” said Noyola. “They are better prepared for anything that could present itself while they are in their classrooms.”

Like their employees, childcare centers also benefit from the program.

“The Department of Labor acknowledges that employer and allows them to benefit with tax benefits, up to $2,500 per apprentice,”ĚýSanĚýPedroĚýsaid.

Additionally, the childcare centers can improve their rating in the Texas Workforce Commission’s Texas Rising Star program by having certified employees.

“The higher the rating, the better for them,”ĚýSanĚýPedroĚýsaid. “Overall, they serve their employers’ best interest to improve their skillset and to gain these certifications so that they’re able to continue to raise the level of quality in our daycare centers.”

SanĚýPedroĚýis thrilled to see the current group of students taking part in the program. She is currently working to get more students enrolled in the program.

“I have about 20 currently on hold waiting for funding,” she said. “I’m working very hard to find resources for those additional 20 to meet our goal. I’m hopeful that will take place in this next quarter.”

BROWNSVILLE, Texas — 51ÁÔĆć (TSC) is moving forward with plans to expand its campus footprint to South Padre Island with the development of a new Workforce Training Center designed to meet the growing labor demands of Cameron County and the greater Rio Grande Valley.

Chairwoman Adela Garza, Trustee Edward Camarillo, and TSC President Jesus Roberto Rodriguez recently returned from the Association of Community College Trustees (ACCT) conference in Washington, D.C., where they connected with Senator John Cornyn as well as met with Congressman Vicente Gonzalez to discuss federal priorities affecting community colleges. During the meeting, the Congressman encouraged college leadership to submit a $1 million proposal to support the transformation of a South Padre Island facility into an operational Workforce Training Center.

“The proposed site, located adjacent to the U.S. Coast Guard station on South Padre Island, will be developed as the second TSC Workforce Training Center in Cameron County,” said Chairwoman Garza. “Being an active member of the ACCT and the Hispanic Caucus Committee allows us to bring a voice to the educational and training needs in our community. This is a significant step toward creating a path for additional careers in the Rio Grande Valley.”

According to TSC leadership, the expansion comes at a critical time. Rapid industry growth across Cameron County is creating workforce shortages in high-demand fields.

“In recent years, with the rapid expansion of industries in Cameron County, there has been a need for more workforce training,” said President Rodriguez. “Right now, jobs such as pipefitting, welding and a variety of jobs in the healthcare industry are in great demand, and we are in a good position to bring in students, train them quickly, and help them with a job upon completion of their training”.

The Association of Community College Trustees hosts one of the most significant professional development events for community college leaders nationwide. The conference provides legislative updates, strategic sessions addressing workforce development, student success initiatives, economic mobility, and regional industry partnerships.

“If approved, the TSC South Padre Island Workforce Training Center would expand access to industry-aligned training programs while strengthening TSC’s role as a workforce engine for the Rio Grande Valley,” said Trustee Camarillo.

51ÁÔĆć in partnership with RGV LEAD hosted its 23rd Annual Education & Career Expo at the ITEC Center, welcoming more than 900 high school students from across the Rio Grande Valley.Ěý

51ÁÔĆć (TSC) welcomed more than 900 high school students from across the Rio Grande Valley to its ITEC Center for the 23rd Annual Education & Career Expo, an event designed to connect students with hands-on training, industry certifications, and high-demand career pathways.

Held in partnership with RGV LEAD, the annual expo highlighted TSC’s role as the region’s workforce training hub. Throughout the day, students explored career and technical education programs, toured labs, met instructors, and participated in interactive demonstrations to better understand postsecondary opportunities available after high school.

“This event allows students to see that a four-year university isn’t the only pathway to success,” said Dr. Angelica Fuentes, Associate Vice President for Workforce Training and Continuing Education at TSC. “Some students are looking for fast-track programs that take just weeks, while others prefer one-year certificates. At TSC, our programs are stackable — students can enter the workforce, gain experience, and return later to continue building their credentials and advancing their careers.”

Among the programs featured was TSC’s NCCER Level 1 and Level 2 Pipefitting program, which prepares students to install, assemble, fabricate, and maintain piping systems in industrial, commercial, and residential settings. With continued economic growth at the Port of Brownsville and throughout the region, demand for skilled pipefitters remains high. Students can complete training in as little as 160 hours and move directly into high-paying careers.

The Electrical Technician program also drew significant interest. This 14-week, fast-paced course provides foundational training in residential and commercial electrical work. Students gain experience using the electrical codebook and earn OSHA 10 certification, preparing them to begin work as apprentices and progress toward journeyman and master electrician status.

In addition, TSC highlighted its newest milestone — the Bachelor of Applied Technology in Organizational Management, the College’s first bachelor’s degree program. The versatile degree serves both technical and academic students and supports career advancement in leadership, project management, and business operations, while also preparing graduates for graduate-level study.

By bringing together students, educators, and workforce leaders, the 23rd Annual Education & Career Expo demonstrated 51ÁÔĆć’s continued commitment to workforce readiness, economic development, and accessible educational pathways for the Rio Grande Valley.
